because spice-1 said it then it's true? you misinterpreted it anyway. spice-1 was saying that she had created a climate of opposition, not necessairly oppression.
the simple fact is that tucker and other activists reach people who already hold animosity toward hip hop. i'd be completely surprised if she converted one single hip hop fan. likewise, tucker was never responsible for spearheading legislation or policy - she was small time in that regard with her cd crusing parties. tucker "held back" the west coast about as much as john kerry held back the war in iraq. both commented and raised awareness on the situations, but in the end they are not directly linked to any change in law or policy.
who held the west down? after death row became the west coast powerhouse, shadowing other west families such as heiro, click, etc, all eyes were on suge. when dr fell apart, that left a major gap in the market that the same artists as solo artists could not fill. likewise, everyone wants to own a label now, so artists make one album, then make their own label. the sense of family that had created the west is now dead, and THAT is the major opposition, especially when paired with the fact that most new west coast artists are cookie cutter images of the stereotypical banging ass, low-conscious gangsta rapper that is now passe in hip hop culture.
