in their hayday, the black pather party had been regarded as a domestic terrorist organization, much like some of the militias of the 90's. though some very concrete good and positive strides toward justice were achieved, the method of change commonly associated with the panthers was hardly palatable to the government. so no, the government would have no interest in anything to do with the panthers except imprisonment or disbanding.
as for pac and politics, a lot of people have it twisted. true indeed a lot of hollywood personalities are involved in politics, but pac could never have fit into the mold. pac was a felon, which removes his opportunity for running for government office. aside from his criminal charges, even in the most liberal society someone who used vulgarity, violence, and sexually explicit lyrics to the level pac did would never be considered for office. you know that people in their 20's don't vote, and that the 45-70 year old cohort essentially run the show, so a senator who recorded fuck 'em all a few years back would never be a reality.
if you remember, bush sr. let people buy plates at large dinners with him, so people could bump gums with the president. nwa members bought plates and ate, along with a few hundred other guests. that was the end of that... since then the president remains isolated mostly, and would certainly have nothing to do with a rapper of all people for anything apart from a publicity stunt around election time.
