well first of all, if the person hasn't really been a threat to you, or made any threats or threatening gestures toward you, it would be very hard to get a restraining order. a restraining order is meant to protect a person from harm, not to make annoying people go away. if this person isn't threatening you and you have no reason to believe they will threaten you or harm you in any way, then a restraining order would be a waste of time and police manpower.
and a restraining order does not give you the right to shoot that person if they come closer to you than allowed. if they violate the restraining order, you call the police. if you shoot the person, unless he/she is attacking you or unlawfully entering your home, you'll be the one going to jail.
