Depends.
If you want to spend the money you could get a LCD but if you want it to be as good as plasma quality wise it needs to have high contrast ratio.
If you don;t want to spend all that you can get a plasma which is just as good. Especially since your mom is only going to use it to watch TV i'd recommend plasma. Now a days plasma's have dropped in price but improved in quality and you no longer have to worry about the screen burning in permanently.

It's quite easy - more than 40' = better is plasma. Less than 40' = better lcd. Plasma = better blacks, faster reaction and wider viewing angles but less reliable.
If you're looking for LCD check what's inside. S-ips matrixes (LG-Philips branded) have faster reaction time but "blueish" black. S-PVA from Samsung = great black, great viewing angle but more pastel colors and worse reaction time. Don't ever look at the specifics, check the display quality by yourself. Average reaction time for S-pva is 20ms, not 8ms like they often say (8ms is from gray to gray) also dynamic contrast is a fiction. Real contrast for LCD is no bigger than 2000:1. It would be just impossible. 10k:1 for plasma can be true because of blacker black displaying.
If you're buying an LCD go for the newest Sharps. If it's plasma - Panasonic is the best one to go.

Plasma is better, BUT they are fragile, if something goes wrong with the electrics in her house and causes something to blow, her TV will be fucked and it wont be covered under garentee. You can get really good LCD, I have a 26" & 22" Phillips (I guess the series is FlatTV as label on the front of them), they are both 1000:1 ratio, and the picture quality is amazing. If you do go bigger, beware of pixalation from low res video sources. You couldnt really tell on a properly tuned Cathode TV or Plasma, but on an LCD it looks horrible. I would also update all the scart and AV connections, dont even bother with those that come with the TV, go and buy a plated one, doesnt have to be extreme or costly, just something basic but better than aluminium and plastic.
man i got a 32 inch when mine broke down on Halloween a few years back cuz the damn electricity went out and while my TV was on the electricity went out and blew the fuse in the tv so i bought another tv and it cost 240 i think...it was a good deal...its just a normal BIG BOX 32 in ch TV..citizen name brand lol...i need to move up...i want one of those flat panel ones u can hang on your wall like a picture frame..that would be nice
