the conspiracy theory is that the British Raj left it like that to keep conflict and keep the regio unstable, the conflicts that India and Pakistan are currently fighting (two nuke powers) are over Kashmir, India are claiming that Pkaistan are supporting the insurgents who are fighting the Indian occupation in the North, whereas the South of the country is pretty much free, though Pakistan have an unofficial claim on that. lol, it's not ruled by gangs. No city is ruled by gangs. Movies are just full of bullshit. don't take them seriously, you probably see pretty women in movies too.. but most of them are obese in real life.
