Changes/ Wonder if heaven got a ghetto

I'm sorry if this has been asked before, but why is the third verse of WIHGAG almost the same as the second verse of Changes?
I thought Changes was recorded before Pac joined DR. Did Pac use the verse of Changes 4 WIHGAG or wasn't Pac involved?

Pac rerecoreded the verse on IWIHGAG in 93 for the Keep Ya Head Up Single.
