Sometimes, xenophobic Republicans aren't wrong in asking for conditions to be met in order for people to receive aid from the government. Drug tests should be one of them, but it's not going to filter out the abusers of welfare. Would it be too expensive to have the government give the people the food, kinda of like what they did in Soviet Russia?
I mean, stop by the person house with a box for a weekly ration of milk, bread, and any other essentials that one would buy with welfare, but we cut out the part where the person has control over the money. I mean, shit, if you don't have job, you don't have money. Whatever you do have, you use however you want, but when it comes to getting the check where someone would spend it on drugs, gambling, or just simply unnecessary shit like cigarettes or alcohol, you get the food you would otherwise buy.
