the original version of the song didnt have Pac on it, Pac was added later

what i dont know is if Pac recorded the verse for the song to be added on or not (so i cant answer your question)

my guess would be yes Pac intended for it to be on Out the Moon because he mentions the words Out the moon inside of his verse, but you never know with these things

Pac's verse wasn't part of the song (wasn't recorded for it), but it's unknown what song it came from (obviously a clean verse at that, so it's 2 songs we don't know about :p)

I bet there's more to this verse than what we have heard. It sounds like his verse is cut off in this song.
Damn, now that you mention that it brings back an old thought. I think you may be right, cuz as you said, his verse cuts off as such:
"His pride broke
And I tried smoking
But, bailed out
Soon as they left me at the jail house
mobbin' in my..."

I would not be at all surprised if that was an unknown (or unleaked) verse for another song...maybe it picked up "Soon as they left me at the jail house, mobbin in my six-fo...." followed by 8/16 more bars. Damn, if Dante could come in here and clear this up that would be really helpful; I've wondered about this verse and its origin for a while. Such a raw Pac verse. Kind of gives me the same feel as his verse in World Wide Mobb Figaz
