2Pac Mellow Best is basically a re-release of songs that we already have and are available to us. Only speaking from speculation, the song that might make this album even worth buying is if it had the I Ain't Mad at Cha alternative version (from the single CD) where Tupac had re-recorded his verses less explicitly. Here is the official track list of the album according to Victor Entertainment:

01 I Ain't Mad at Cha
02 Ratha Be Ya Nigga
03 Keep Ya Head Up
04 Check Out Time
05 Skandalouz
06 Run Tha Streetz
07 Me Against the World
08 All About You
09 How Do You Want It
10 Thug Passion
11 Heaven Ain't Hard 2 Find
12 Lost Souls
13 Thug Nature (From Too Gangsta for Radio Soundtrack)
14 Picture Me Rollin'
15 To Live & Die in L.A.
16 Life Goes On
17 Dear Mama

There was already something about this album posted somewhere here. There's no reason to buy it. If you want another version of I ain't mad at ya buy the single for 3$. Anyway it's not worth it. Instumental slightly differs and lyrics sound worse because it's clean version.

another thing i worry about some of these songs is that they might just take the songs from the actual CD that they are released in and they just copy them...quality might be slightly degraded..but not saying it's true..but it might be better to get the original CD's

The instrumental is significantly different and LOL @ the lyrics soudning worse because it's the clean version.

The single version of I Ain't Mad At Cha SHITS all over the album version. No point even comparing them.
