What do you mean by making cases? Do they abuse the children and then accuse the parents? I think not.
If there are too many workers and not enough cases, then the workers should either be allocated to other services or be laid off.

Well, they make cases by getting police reports that says that children where present or that it was a child home then they have the ability to investigate it (according to the CPS worker). We believe they can manipulate you and/or the judge by saying something like "if u don't cooperate i will take your child....or parent refuses to cooperate, etc." it will look bad. so they fuck you over by making a case to avoid being laid off.
I mean, u can have a perfectly good home but if something does happen (which in case does b/c no family is perfect,) then its not fair.
and i agree with what u said about being laid off...and about my assumption.
i guess im just mad @ the stuff thats happening to my friend that i have known my whole life. its not his fault some friends were acting dumb. now the dude is living with me b/c my friend was the one that invited everyone to the party so he is said to be the one that put his child in danger.
EDIT: this is not the first time i heard this either.
